You and White Rice are both on the right track. It’s partly the “leader” thing as you suggest, partly luck of the draw as White Rice suggested, but mostly it’s due to Cyril (the evaluator).
He read the incident report where it mentioned Sue acting different from the other zombies. The rest of the horde charged out to swarm the unnamed police officer in typical feral zombie behavior. Sue showed rudimentary decision making capabilities by calling the horde out to attack, and exhibited some very unusual abilities by leaping to the rooftop, tackling Carrotcake (Carrotcake is a superhero, being able to put up a fight against him is noteworthy), and then leaping to defend her horde when they weren’t able to take down the orc.
The reports on Sue intrigued Cyril and, as he mentioned here, based on those he was hoping Sue would show herself to be Awakened, instead of Feral, during evaluation. So he saved her for last.
It might be that she was the last to get checked out, or the fact that she did say a word or two when the fighting was going on instead of simple roaring/groaning.
