By the traditional definition of vampire, yes. They’re a special class of zombie in that they feed on blood, live near-indefinitely if not slain or starved, and are intelligent (though some mythos does differ on that last point), with some myths describing them as having powerful magic and/or psychic powers, but they are considered zombies in that they are dead who have risen from their graves in unlife and have their original, corporeal bodies.

She killed and ate a lot of people in that one city and despite showing signs of sentience was marked for destruction, only to be rescued in a literal jailbreak.
Sue mentions that she thinks that she’s still wanted in that city, and in the previous arc refers to herself as a former serial killer in a context that implies that she feels that being feral does not absolve her of responsibility for those killings.
I have to imagine that it wouldn’t be too hard for the laser priests t scrounge up that information.
