I think it’s her shirt, yes. I’ve been assuming her waist was even with the second button (see the final panel). Of course, it’s a comic about a children’s cartoon within another comic, and none of those are done in a slave-to-realism style, so maybe she really does have stumpy legs and a long torso and arms.
Basically, at some point I’m going to have to do some background re-tooling of the SnK Design Philosophy.
Sue is drawn with cartoony distorted proportions regarding short legs and a long torso (which I prefer and like for her), but thus far the other cast members (excluding Kathryn, who’s amorphous) are drawn somewhat more “cartoony-yet-mostly-realistic” proportions regarding legs, torso, etc.
Once this arc is over I’ll probably re-draft the characters looks to match the more cartoony look.
